Fevered Mind Jewel Mechanics Question

So when Fevered Mind says "Notable Passive Skills in Radius are Transformed to
instead grant: 10% increased Mana Cost of Skills and 20% increased Spell Damage"

what exactly does the wording imply here? Do the notables I had allocated in that radius no longer grant their bonuses but instead grant this new one? Or do they combine, I can't tell on PoB thanks folks!

Edit: I am especially concerned wether or not I would lose +1 Maximum Power Charge
