Spectral shield throw mana on kill

So i have a tincture 19 mana on kill, my spectral shield throw for what ever reason doesnt give me mana but my smite skill does. any reason for this? is it bugged? if so reported lol. but yeah spec shield throw does now get mana on kill.

Tinctures only apply to weapons. Do you use your weapon for spectral shield throw?
