COC Cyclone does not work?

Hello there

I bought myself a couple of Items for a COC Cyclone Forbidden Rite.
I have more than enough Cit chance but for some reason FR does not get Triggered when i hold the Cyclone, it only activates when i begin with the Cyclone, the first hit on the mob if i continue spinning it does not trigger any other FBs.

Can someone explaine to me what i am doing wrong?`
