Normal Reaper vs Reaper of Eviscerating

Path of build is showing Normal Reaper Ultimate Slash dealing roughly twice the damage of Reaper of Eviscerating Ultimate Slash. I'm scaling the bleed. I've tested them both on The Mesa Boss and they seem to do the same amount of damage.
