Half-Remembered Goliath spectres from 3.23, bug with spell echo and one of their skills

The new spectre has a bug with one of their spells involving the balls they send out in an arc that they shoot a beam at to explode, where it does not work correctly when it's repeated with spell echo.

The balls then stick around and continue to emit sound, and don't get detonated by other beams that touch them from other goliaths. Happens in hostile areas as well, tested in hideout for clarity.
