Can't Steal Rare Mob Mods with Tincture suffix

This is the current tincture I'm using.
 It has a suffix which gives my character "Killing Blows against Rare Monsters have a 12% chance to grant one of their modifiers for 60 seconds". I have specced into the following Warden of the Maji's Coated Blade ascendancies: Coated Blade, Nature's Concoction, Intensifying Suffusion. I am missing 2 flask slots, so the tincture (working properly) should give me 30% chance to grant a modifier from a rare mob I kill. I've done 2 maps as of posting this and have been eagerly watching my buff bar to see me steal a mod but have not received one. I haven't been fortunate enough yet to test this with a headhunter or an inspired learning. Last bumped on Dec 11, 2023, 8:21:06 PM

It looks like you're using Icestorm as a damage-dealing skill, but tincture effects only work on weapon attacks.
