That Oodle Advice isn't the solution sadly as there where multiple updates adressing it.
Frankly that Crash is way to specific to be tied to it.

Man I dont know how to thank you ENOUGH. Holy F the time i've wasted on troubleshooting, reinstalling Windows 10/11, deleting folders, experimenting with drivers, running MemTEST, tinkering with BIOS (everything but core multiplier).
Wasted days on this and still getting the same KERNELBASE.dll-error when launching POE.

Installing Intel XTU and lowering the Core Multiplier to 54x or 53x solved the problem.

SOLVED:
I was not even able to get to options menu or character selection. My pc would crash to desktop. been having this issue for more than a year on and off. In affliction it became unbearable and this league i was not able to start on time as I couldnt even create a character. NOTHING IS OC ON MY PC!
Issue seems to be happening with new processors, surge of power causing the issue, reducing cores, changing processor power limits or simply check solution below.

Solution:
I turned of the following in BIOS:
Hyper-threading technology
Energy efficient turbo
Intel turbo boost technology
Intel turbo boost max technology

Gigbyte 4090 rtx
64gb ram
