guild questions

hello i run my guild from standard, but plan to mainly have league player members. i am wondering if i can get an option to appoint one of those league players with the power to add the npc's to the league guild hideout; since i dont want the burden of making a league character just for that purpose. or really why cant you just make the npc's cross league like all the other decorations. all this might be worthless worries if each player has access to the npc's once they find them again. idk its really hard to find info for systems like this about the game. btw i am on ps4 now.

one more thing can i set guild storage permissions for the league box that is different than the standard's box. i would like the league members to have more free use of guild cashes.
