"Requires 8 adjacent Passive Skills Allocated" - Not Applying. I'm confused.

I even went up to 10 passives. All connected. No gaps but the +2% Max Res won't apply.

"8 Adjacent Passives Allocated" means that one single node must be connected directly to 8 other nodes.

I think the only passives in the screenshot you have allocated that have 8 adjacent passives are the Int node that connects to Ghost Dance, and the node that connects to the two 30 Attribute notables, of which one is tattoo'd.

The passive with the most allocated adjacent passives in this screenshot is the passive connected to the start of the Leech, Life, and Mark wheels. It has 6 allocated adjacent passives, and 1 unallocated adjacent passive.

The Int Node for next to Ghost Dance is where I was attempting to apply it.

PoB let me do it yet in-game it won't.
I went further on the line of Int nodes to 10 and still nothing.

It can't possibly mean 8 nodes only one tick away. Is there even a spot for that?

Unfortunately this is what it means. So they can only be placed in big intersections, and the downside of the strong tattoo is that you will need to "waste" skill points to get enough adjacent, 8 in this case.

This image on the wiki shows where you can place them.

Edit: The spot in the bottom left of your picture is suitable, but you need to select all the paths away from the intersection. However, it's not all bad. Some tattoos need "deadends" (only 1 adjacent), so you can perhaps fit some good tattoos on the dexterity travel nodes for example.

Thanks for the info.
Seems either the Int by Ghost Dance or the bottom left would both cost 4 passives to use it.
