Latency issue on certain South African server IPs

So over the last week, every time I open an instance its a lottery of perfect ping, high ping and unplayable. This afternoon I checked server IP after opening every map and found the results to be consistent for each server IP was getting.

The follow IPs all gave me a good connection - Consistent 30ms:
46.151.193.54
46.151.193.51
46.151.193.50
46.151.193.53

This IP gives me 200-300ms. Not great but its consistent and playable in predictive mode:
5.188.120.56

This is the bad one. 300 - 6000ms. Fluctuating wildly. Can't even move my character:
5.188.120.75

I didn't seem to connect to any other IPs over the 5 hours I've been playing.

The curious thing is that I got a friend to enter one of the problematic maps and he was absolutely fine. This suggests to me its a routing issue with my ISP, but I'm reaching out here as well just in case.
