[Xbox] 3.22.1b Hotfix Patch Notes

This patch will be deployed on 15th September, 04:00AM UTC.

Console-Specific notes

Rearranged the file structure of the game for material optimization. This should reduce the stuttering and freezing.

Note: this change results in the patch size being very large 5-10 GBs.

We are continuing to work on improvements for long frames.

Updated gamepad NPC buy panel to support shop tab colours.
Fixed Azurite count not being visible on Niko's "Buy Items" screen on gamepad UI.
Fixed Doman of Timeless conflict icons layout not showing on consoles.
