Enduring Cry not generating Endurance Charges when used

I'm currently playing a Berserker in Ruthless TOTA Trade and recently plugged Enduring Cry into my build. It seems that it doesn't generate any endurance charges when it is used no matter how many monsters are near me (Normal, Magic, Rare or Unique) I have checked my Character Sheet and it displays 0/3 for endurance charges so I don't think this is just a visual bug.
I have put quite a few passive points into some war cry parts of the tree but cant see anything that outright prevents endurance charges from being generated. Bug Ref No. 4,081,628,981 Last bumped on Aug 30, 2023, 8:40:39 AM
