Hyrri's Bite Recipe not working

I was trying to make the Hyrri's Bite Quiver today and the only thing that occurs is I get a few Alteration shards and some scroll scraps.

Did you assemble it correctly?
Onyx Amulet (rare) Sharktooth Arrow Quiver (normal) Orb of Chance Rain of Arrows at least 1% quality |

I can't get it to work either.
Double checked the following: My Rain of Arrows gem is a 1 % quality. The gem itself is level 4 but it does indeed have the 1 % quality modifier My Sharktooth arrow quiver is white quality (item level 16) I AM using an orb of chance I AM using an Onyx Amulet (item level 25) Does item level of the items affect this? Does class or level of the character attempting the recipe matter? I am stomped. |

Aaaannd don't mind little old me. Had completely missed that the Onyx Amulet must be rare. Doh!
