Quick question regarding inactivity/names/etc.

Just have a question on the inactivity of characters name vs the PoE account.
I've seen other players having their name taken and such as they were inactive; my question is, is it the inactivity of the character's name or the PoE account as a whole? For more clarification; what I mean by character's name, is the shadow (random class) that have the name "xyz". While the PoE account is the account that holds the names "xyz" and others. Thanks! For character names to expire the Path of Exile account that they are on must be inactive for a year, the account is considered active if it has been logged into through the game client. You do not need to log into a specific character to prevent that name from expiring.
