Death Aura and Hinder

Hello!
My question is simple I'm using Death's Oath Astral Plate which gives me Death Aura, in Wikipedia it counts as both chaos and spell so
Can I use "Touch of Cruelty" cluster passive to hinder enemies and deal 10% more chaos damage?
