Performance problems, long loading, visual glitches.

1. Details on problems you're experiencing, and if it's occurring when certain skills are being used.

Happens everywhere, with issues varying from small to gamebreaking.

a. Long loading times for some maps, the most aggregious is The Rogue Harbor being unable to load, the game is stuck on loading screen for 30 minutes. If by sheer luck I manage to enter Rogue Harbor, it immediately starts visually glitching.

b. Performance degradation, the performance is worse after the update by up to 40%.

c. Visual corruption, ranging from disappearing 3d models, to even black bars scrolling down the screen and total blackness. Also disappearing UI elements.
This issue is most prevalent on my Laptop, but also happens on my gaming rig, although with much less impact (mainly just visual glitches from time to time).

2. Computer specs: CPU, GPU, RAM.
Laptop specs: Ryzen 5 3550H, RX 560x mobile GPU. 8Gb RAM.
The PC: Ryzen 1700x, RX 5700 XT, 32gb RAM.

Updating drivers didn't help with anything.

3. Game Settings: Renderer, Triple Buffering, Multithreading, etc. And if changing any of these helps.

Lowest settings on the laptop, issues happen with every renderer, multithreading or not. No setting makes any difference.
If anything, changing vsync settings instantly causes visual glitches. This applies to both laptop and PC.

4. Videos or screenshots of your client when it's happening, with performance graphs on (F1 in-game).

Used laptop screens since it's mostly affecting my laptop, and it's making it unplayable when I'm not on the gaming rig, which is most of the time.

Try setting your minimum processor power state to 100% in the Windows power plan. That pretty much solved it for me.
Took a look at it, but it was already using the maximum performance plan.

I think what that refers to is a CState bypass plan, creating a plan which specifically turns off the core idling many find to be the cause of stuttering, namely from the multi-threading code introduced in performance patch a couple weeks ago.

This is the original thread which discusses it in a bit of detail. I still have it open right next to PoE main page and assume linking it's fine since it's a GGG-moderated sub-Reddit.
Oh, I for sure am not playing around with C-States on a laptop.
A desktop is one thing, but laptop already has enough of custom power management in it.
Update:
Issues are partially fixed.
Loading times - fixed, everything smooth.
Performance - Slightly better, not as good as it used to be, but somewhat playable now.
Graphical glitches - still happening, can't tell if with the same frequency as before.
