100% CPU Usage after Patch

My System:

CPU - Intel Core i7-7700 3.60GHz
GPU - NVIDIA Geforce 1060 3GB
RAM - 16 GB

Since my System isn't the newest I have all settings to the lowest since I value performance more than graphics. Dynamic Culling + Dynamic Resolution are turned on and Tripple buffering aswell.

With the newest Patch and the new particle system DirectX 11 is completely broken. With it enabled my CPU is at 100% when mapping and my GPU around 90% usage. If i switch to Vulkan my GPU goes back down to around 20% while mapping. My CPU bounces between 50% and 100% usage depending how much is going on. Since switching to Vulkan my FPS sits at a constant 60 most of the time and only drops to around 45 when multiple screens explode (which was also the normal state before the Patch). Also the RAM usage went up to about 8GB which seems also strange to me.

I know my System isn't the best but it gets the job done in many other modern games (including D4) and everything was working fine before this Patch.

I hope this new system gets looked into, because in this state I simply cannot play this game without hoping my CPU wont just start exploding.

I have the exact same setup as u. And it is impossible to play the game for me. Blasting Legions is a nightmare with all the stutter it goes on. juiced maps are impossible to play now. Last league at least i could play, but now i cant. I have been searching for some fixes for this but cant seem to find anything usefull.
same here, 1070ti i7 7700k 32gb ram 3200mhz, and its using 100% of my cpu, unplayable, lowest settings, i tried dynamic resolution and the game looks like runescape, still lagging like crazy... GGG FIX YOUR GAME
I upgraded my system a league or so after Ultimatum my old PC was like 5 years old at the time with a 1080 Ti or some shit and whatever they did for ultimatum made POE go from very playable to complete dogshit.

Now with the newer PC after that patch (what was it a week into the league?) I'm actually worse off than Ultimatum league with the previous PC.

HOW IS THIS EVEN POSSIBLE???

I had buttery smooth gaming last league and 10-20s load times... this league:

1-2 minute load screens

Maxed out shader cache at almost all times. (already tried deleting shaders)

1-2 second long freezes as things in the instance load (right at edge of screen).

I 100% bet this is their newest attempt to get dynamic loading of assets to work again after they had to revert it a year or so back.

sometimes complete freezes (requiring multiple alt ctrl deletes to get task manager up so I can force this pile of dog poo to shut down)

Seriously this game basically looks like a game from 2016 with too many shaders and the cost of all this graphical splendor is just all of my gd frames.

I don't know what they're doing... It's been two weeks or more since that patch caused a LOT of people to raise the alarm. Fucking Cute_Dog has "performance patch waiting room" in his stream title a week ago and we are still stutter stepping around and rebooting?

How do you make essentially the same 2013 game engine that worked on a 2010 geforce GPU and a 10 year old single core CPU shutter to a halt on a 2021 moderate spec gaming rig? I mean how?
Pandering to players who don't want consequences for their mistakes is a perfect description of what went fundamentally wrong with D3 and 4.
If they wanted mindless mobile game time waster gameplay they sure did make some perplexing choices and marketing statements for 6 fucking years.
