Allow increases and reductions to action speed to apply to brand trigger rate

As the title says, currently the only way to scale brand activation rate is swiftbrand support and cast speed. Allowing it to scale with action speed would provide a small buff, allowing brands to scale with various mechanics while being balanced by the downside that reductions in action speed (e.g. chill) would also harm your DPS. This would also be consistent with almost all other self-cast spells which scale with action speed.

This is already the case I thought. Most brands have an explicit line about increases and reductions to cast speed affecting their trigger rate.

They do, but for whatever reason the increased cast speed you get from increases to action speed doesn't apply to brand activation even if they have the line.

the reason being that there is no "action" taking place. you can consider action speed to mean animation speed, and brands have no animation and is just instantly triggered at a certain interval, hence action speed doesnt affect it. it would be nice if it did, but it doesnt make sense for it to do
I mean technically there is, the action of the brand triggering - it just doesn't inherit the player's action speed.

In the same way you could consider cast speed to mean animation speed, but only for the casting animation. It doesn't make sense for the specific animation speed (cast speed) to affect brands, but not the global animation speed (action speed).
