How do you make Vaal Divergent type gems?

Like title says, are these made or dropped as rewards?

you corrupt them yourself, either with vaal orbs or double gem corrupts from incursion temples(this is more ideal so you can get lvl 21 vaal alt qual gems)
rest is up to RNG. |
