-3 Mana Ring Craft Only Giving -2 Mana for Channelling Skills?

I'm trying Scourge Arrow recently and my total mana cost is 12 atm, and when I put on both rings with the -3 cost, my total cost only goes down to 8 (or 10 with one ring equipped).

" I'm noticing that and been reading a bit about it lately. Seems to be general confusion about how it should be working but I feel like the consensus is that it's not currently working as intended. Even in the past without the new mastery regardless of what other sources of skill cost reduction you had, you *always* got -7 or -3 mana cost off the "total" end cost of your skill. Also, with the new life as payment mastery, the amount of life doesn't chant at all in the calculation so that seems weird too. If the ring chants are really changing the total mana cost of skill if it's now all of the sudden applying the -mana cost at the beginning of the calculation rather than end, shouldn't the life cost go down too? It's annoying with SA skill since I can't use Inspiration as that's for ele dmg. Lifetap is a lot less dmg than my other support gems and costs so much while channeling. I have the Eldritch helm implicit too and just put a low lvl Clarity linked too Arrogance to reserve some life. It's still so much mana to channel. If the I had the extra -1 mana from each ring that would make a big difference. Even before when the full -3 worked, channeling was so costly without crafting a Warlord chest. I just 6L a unique chest too and don't want to change it/give up more dmg. This new mastery feels like it's only working at 66% effectiveness now with how the ring chants are behaving, or only 66% effectiveness of the ring chant, however you want to look at it.
