Rampage mod and 86 bases

Hello!

According to poedb Rampage mod can show up only on ilvl 86 base; I am curious about:

- do both bases need to be ilvl 86? or only the receiving base ?

- as it appears on node 3 or 4 - do both of the bases need to have the passives leveled up or can I merge unleveled bases and I can still get Rampage?

I cannot find any information on this online and a small clarification would be really welcome, I don't want to waste time merging lower level bases and/or using ilvl 86 bases if it's not necessary
