Black Zenith Fingerless Silk Gloves + Second Wind

hi, i was playing around with the gloves today and was confuesed. Second wind should be giveing another charge to every non-instant skill socketed into the gloves, because of the +4 sec cooldown, but it doesnt.
Hope it will get fixed at some point.

Wanted to bump this, came over this today, too.
I would have expected Second Wind to grant +1charge on BlackZenith Gloves, like they used to since nothing was mentioned in any patch notes.
