Atziri's Rule and Unleash in PoB... what's going on?

Heya, so I've been tinkering with Atziri's Rule Saboteur this League.

One thing I've been experimenting with is Unleash. In PoB I'm showing a damage increase, which technically doesn't make sense. You should get a single Judgment and Flame from the same cast, but nothing else, or basically a gain in mobility but loss in damage.

Yet PoB is showing a substantial increase to damage. Is this a flaw in PoB? Each of the triggered abilities having cooldowns should if anything result in a net DPS loss from the less damage on Unleash.

Honestly I'd guess it's PoB not understanding a niche unique, is this what I'm seeing?

It's like with Spell Echo. Unleash is supporting Queen's Demand rather than the storms triggered by it. The storms do not get the damage penalty.
