Pathofexile.exe running in Win11 efficiency mode after KB5025239

I started up PoE, but was getting 6 fps for unknown reasons. After restart and immediate opening, there was no issue. After leaving the PC for 3 hours and returning, again exactly 6 fps. I removed the background FPS cap, and am now getting, IN THE BACKGROUND, 380 fps (MSI Suprim WC 4090). Opening up task manager shows Pathofexile.exe is running in efficiency mode.
While this perfectly explains the low FPS in foreground, I have no idea why it's running in this mode. I cannot seem to turn it off, despite my best Google Fu. Restarting the program does not work. Turning off all other apps does not work. No other programs have been added. Uninstalling KB5025239 ... [restarting] You're questioning me? After installing KB5025239 and restart, no immediate issues. I will update with further information if problems reoccur after security version downgrade.

After recreating the situation that cause the issue, but without KB5025239 installed, the issue does not repeat.
