Possible 28% quality tree crucible tree achievement bug

So I obtained 28% on an item with a Crucible tree node, by the achievement in Revealed Repertoire didn't complete. Is this intended or is it a bug?

I guess an item should have its own quality 28%

Just encountered this thinking it was a bug, bumping for visibility. Even if the explanation above is why it's not a 'bug', this is very unintuitive.

" It's not "Make an item 28% quality with a crucible tree", it says to unlock Crucible tree on Item that already has 28% quality. |
