Quantity doesn't affect breach splinter drops

The atlas passives/quantity on map and gear is not affecting breach, please have a look at this. It cannot be correct that the boss drops 4 splinters regardless of qauntity.

Bumping this because I would like to know if this is actually bugged or intended. Because I am also getting 4 Splinters from a boss which is terrible. surely this isn't intended.
