Magmatic ore unable to select passive

After using Magmatic ore to cap out weapon xp I'm unable to select the passive even at a crucible. Even though I have max xp on the weapon I can still channel it at a crucible but it doesn't select the passive I channel

Are you channeling for at least one full second at the Crucible? I think that's the minimum for the encounter to reward any progress, including allocating the passive.

There's occasionally been trouble with allocating the last passive on an item, even without magmatic ore.

I was able to resolve by joining a party and channeling very little inside a yellow tier map
