New support for Link skills is underwhelming and I think it's for foundational reasons

Particular thoughts on the matter:

* The big one - Link skills shouldn't have a duration. They should just remain linked to a target until that target leaves range or you manually cancel the link (the latter being doable by using the link skill on yourself to sever any active links of that type).

* Links should specify that you die if a linked player dies; to compensate for this, Link skills also receive the property of "When a Linked Minion Dies, take 20% of its maximum Life as Physical Damage". This encourages riskier usage of Link skills with your own minions, because the downside can actually be mitigated, and opens up some unusual summoner configurations.

Associated passive changes:

* Powerful Bond's minor nodes now grant 10% reduced Mana Cost of Link Skills. The notable continues to have Curses inflicted on you instead of Linked targets, but now grants 20% increased Buff Effect of your Links on Linked targets near a Unique Enemy.

* Inspiring Bond full rework, swapping position with Potent Connections (minor nodes unchanged) - Your Linked targets' Energy Shield Recharge starts when yours does, and Link Skills have 20% increased Buff Effect when Linked targets have Energy Shield.

* On the Mastery, remove "Links take twice as long to break" (as it's not pertinent with duration-free Links) and add something else in its stead (ideas: Linked targets have Tailwind, Linked targets have Onslaught, Your Life and Mana Flasks apply to Linked targets while you have a Linked target).
