Fossil mods are bugged in Ruthless

TLDR: Don't use fossils for more likely. Only use them for blocking. They are bugged.

The testing in Ruthless:

I am convinced from multiple tests that Fossils are severely bugged in Ruthless.

Today, I have done a number of craftings that on Craft of Exile has 91% chance to hit a specific mod, and basically 100% chance to hit at least one of these mods.

The combination is Glyphic + Jagged + Frigid.
This:

Blocks chaos mods
Adds more cold mods
Adds more physical mods
Removes fire mods

With this combination, it should hit the "Physical damage taken as cold" 91% of the times, over thousands of simulations in CoE.

It should also hit ANY kind of physical or cold mod at least once.

In my repeated attempts, it did not hit a single physical resistance, cold resistance OR the glyphic mod that has the tags Elemental, Cold and Physical.

In fact, it seemed to hit every other mod possible, more or less, that wasn't blocked by the fossils.

People have also tested this with Aberrant Fossils on Rings without hitting chaos mods on 20+ attempts and more.

Does that mean 'more likely' is actually 'less likely' or rather 'do nothing'?

20 attempts doesnt exclude the possiblity that its just nerfed instead of dysfunctional though.

I haven't really looked but it wouldn't surprise me if fossils have a small percent chance to actually work and every other time literally does nothing but reroll the item.
Did a little bit of testing. Results suggest that the more likely either does nothing or is nerfed to do almost nothing. Not enough samples yet to be sure though. Out of the two options "does nothing" and "works as in craftofexile" the "does nothing" is far more likely though.

18x 'jagged' onto dex/str body armour. Results (number of phys mods) are exactly as expected of 18x chaos orb use. So my testing suggests that the "more likely" does absolutely nothing. (Not enough samples to be sure but thats not really possible here...)
