Crafting a searing exarch implicit,craft of exile says it's blocked...

I'm trying to roll "While a Unique Enemy is in your Presence, +(17-19)% to Fire Damage over Time Multiplier". Craft of exile shows it's blocked, but I can't figure out why. I've tried tinkering with the simulator but can't get to a scenario where it's craftable. What am I missing? Thanks for any help offered. I don't want to flush any more currency before I figure this out.

but does that mean I can't roll that mod? I've used a couple hundred eldritch orbs with no luck, plus running the simulator for thousands of tries it's given zero hits.

How can I make that desired mod craftable?

Thanks for the feedback. While I haven't tried those in game, I've tried them in the simulator on craft of exile. I can never get it to craft the result I want. So either I'm screwing up the simulator, or something isn't going as planned with the craft.
