Kirac Planar Tactician Node not dropping Comprehensive Scouting reports

Node is supposed to offer a 20% chance for comprehensive reports when reports drop.

I have had well over 30 reports and not a single comprehensive report has dropped.

Either I am a statistical anomaly or something is off. If I had to guess, it isn't that they are drop disabled, but its like 2% instead of 20 due to them being on trade.
