Mageblood and Headhunter belts

I just want to make sure I got this right , to get Mageblood I can use orb of chance on any normal heavy belt ? and to get Headhunter I can use orb of chance on any normal leather belt ? does it matter what lvl normal belts are ? and do I have to be in any specific location while I'm attempting to upgrade them ?

Yes that's all right. You don't have to be anywhere specific.

And item level for the base you use orb of chance on, is not relevant.

In reality you need to spend like million of chance orb if bad luck and HH and Mageblood are in shared bases so that you will have a lot of junk unique chanced

Not a million. Mageblood is around 10k. HH is less.
