Help me make a build with these 2 items please.

something phys wand based that can utilize the body armour shown in the picture!

if needed I can level up a new character. I just want some build ideas as I'm a total noob when it comes to building things I would greatly appreciate your feedback post PoB links below!

What kind of budget? Kinetic Blast/Power Siphon comes to mind. But unless you have really deep pockets, it won't be very good.
