Best way to get Shavronne's Wrappings?

I want the wraps for my endgame gear, but the latest atlas update removed 'The Tower' map from the game. It's the only place I've ever found 'The offering' divination cards, and I've got 5 of the 8 I need.

Stacked decks, ritual offerings, and every other source of cards I've seen always seems to drop the same selection. I've tried to farm every kind of 'get new random unique' mechanic I know of with no luck, and apparently +%rarity doesn't influence card drops?

How am I supposed to get it now, short of chancing a few thousand times?

the armor itself is in the global drop pool, it could just drop, or you could also attempt to gamble it from gwen.
