I have 40% increased warcry buff effect and it doesn't do annything for enduring cry.
Also minimum charges do not seem to stack.

Glancing at your build you don't seem to have any sources of minimum charges.

Buff grants +2% to all Elemental Resistances per Endurance Charge
Buff grants 2% additional Physical Damage Reduction per Endurance Charge
So this is not considered a warcry buff ?

For increases this stats you need at least 50% increased warcry buff effect

For increases this stats you need at least 50% increased warcry buff effect

You cannot have 2.5% ele res or pdr

The game rounds everything down so 40% of 2 is .8% so 2.8% ele res and pdr gets rounded down to 2% again.
