20 Rogue Exiles "Ruckus" Passive not Triggering

Hello,

Early on in my atlas progression I allocated Ruckus (8% chance to contain 20 additional Rogue Exiles) and it was triggering fine.

For the past 50+ maps since filling out my atlas a bit more it has not triggered at all.

I read from prior leagues there is a set amount of content that can spawn, is it possible that me spawning extra essences etc is stopping Ruckus from triggering?
