Question on new Heatshiver

Since chill effect is capped at 30%, regardless of how much increased chill effect I may have from skills or tree, does that mean that the "Gain 1% of cold damage as extra fire damage per chill effect on enemy" is capped at 30%?

Unless you are an Elementalist with Shaper of Winter, then yes, the maximum chill an enemy can have is 30% and thus you can gain a maximum of 30% of Cold as Fire.
