During the campaign, Rare Monsters you encounter will only have one or two modifiers.

Really?

This has to do with some specific Archnemesis mod, I can't recall the name, but it's one that shifts around mods in a group of monsters.
But yes that one shouldn't exist either honestly.

Heralding Minions adds an extra AN mod to the rare when you kill a minion. The image the OP posted is a rare without Heralding Minions so it's unrelated to that mechanic.
I copied that headline straight from the patch notes, it's a single line that appears as such.

- During the campaign, Rare Monsters you encounter will only have one or two modifiers.

There is nothing stated that this is referring to a specific kind of mod, if it was everything in that list (all twelve other bulletins) would refer to a single mod.
I've had to run for my life during the campaign because archnemesis mobs had 3+ mods. Ran into Frenzy, Reju, + multiple times and during t1, t2 maps. I guess GGG wants you to run instead of killing stuff.
You can skip them if your build isn't doing enough damage. Not the game's fault, it's yours.

Well, my damage suffers a lot this time around, since i didn't see any 5-links until i entered white maps and my other drops were not really strong.

The concept of "rare uniques, but they boost you a lot when they drop" didn't work out great either, as there are so many uniques in the pool that good 90% of them are unusable for your build, even in their buffed form.

Maybe i should have checked for a really strong build, but soulrend was actually touted as one of the better league starter builds and i expected to have medium damage for high survivability. now i have low damage and bad survivability...

And they will be much more rewarding!

I'm still waiting for rewarding AN mobs. I'm in red maps. I wonder at what point they become "much more warding".

Chris, your vison sucks. Is your vison to lose tons and tons of money as people leave?
