Issues getting into Game

I'm having issues with getting into the game. On the steam version, the game would never load the Terms of Use, so I was unable to start the game again. I tried to download through the dedicated client, but I'm having issues there too. Getting multiple different error codes, current one I'm looking at is Received HTTP 503 while downloading http://patchcdn.pathofexile.com/3.19.0.1/Bundles2/Art/Models/Effects/dancing_daggers/version_10.bundle.bin
I'd really like to get back into this game, but it's looking like the game doesn't want to let me back in.
