Harbingers not "Extra Content"

Is there a reason why Harbingers are not "Extra Content"?
The ten nodes with "+2% chance to contain extra content" includes everything except Harbingers. Just curious because I like harbinger. Thank You! Last bumped on Aug 12, 2022, 2:29:53 AM

@OP: This is a really good point. However, I suspect it is because Harbinger is not a "mechanic" in much the same way as beyond/exiles/ghosts are not mechanics. There is no interaction: they just ARE. Generally a league mechanic is something that is a CHOICE while mapping. To this end, the harbinger atlas nodes are far more rewarding and completely remove the chance aspect. Rather than getting a "chance" of a harbinger, you get a GUARANTEED harbinger. Imagine if there were atlas nodes that guaranteed other content in EVERY map...ex: "Your maps always contain one breach / Your maps always contain a ritual altar".
