Allow skill usage on movement

You move --> you use skill on X
PC has this feature and Console has not, this is a MASSIVE difference for a lot builds.

pc does not have it for controller only kbm.

One of the reason PC is way easier to play than console. The ability to kite is a very powerful tool we are missing. Though I am not sure how they can fix this. My hope is Keyboard Mouse support for console. Though I am guessing most do not want to play KM on console
