Computer shut off at game launch

I have just reinstalled after an absence. I first reinstalled using Steam. About 2 seconds into the opening GGG cinematic, my computer completely shuts off, then restarts normally. I uninstalled, ran a registry cleaner, restarted, reinstalled with Steam, and got the same exact results again. So I uninstalled and reinstalled using the poeinstaller that I download directly from this website. This time it made it almost to the end of the GGG cinematic before shutting off my computer and restarting. It was never a shutdown event, it was an instant off, followed by starting up again. In application error logs I have an error that says "Product: Microsoft GameInput -- Error 1714. The older version of Microsoft GameInput cannot be removed. Contact your technical support group. System Error 1612." and another error that says "Volume Shadow Copy Service error: Unexpected error calling routine QueryFullProcessImageNameW. hr = 0x80070006, The handle is invalid.. Operation: Executing Asynchronous Operation Context: Current State: DoSnapshotSet" (this is with the standalone installer, but I got similar error with microsoft gameinput for Steam launch). I have a warning that says "The Open procedure for service "WmiApRpl" in DLL "C:\WINDOWS\system32\wbem\wmiaprpl.dll" failed with error code The device is not ready.. Performance data for this service will not be available." This is odd as my computer is not overheating, but is acting like it is with the instant shut off. This does not happen with any other games, much less during the opening splash screen.

Other errors found:

Volume Shadow Copy Service error: Unexpected error calling routine CoCreateInstance. hr = 0x8007045b, A system shutdown is in progress.

Volume Shadow Copy Service information: The COM Server with CLSID {4e14fba2-2e22-11d1-9964-00c04fbbb345} and name CEventSystem cannot be started.
do a clean windows'10 installation and make sure you get the correct vendor drivers installed including chipset drivers.
Also make sure that the motherboard bios is fully updated.

Remember to make sure that onedrive is removed / disable after the windows'10 install before you install PoE.

I have never had onedrive installed. I keep my system pretty up to date. I will try updating some drivers.
ok so updating drivers didn't help. Fresh reinstall of Windows is quite an undertaking, although I could probably use it at this point. I will have to sleep on it and decide if it's worth it.
