Legion nodes on Atlas Tree potentially not working?

Its hard to tell if it's actually bugged or not, but I have the legion node Emblematic (.6% chance for timeless splinters to drop as emblems instead) as well as the 2 small nodes leading to Face Off (.4% chance for timeless splinters to drop as emblems instead). Viewing the full tree details on the right side of the tree shows that I do have 1% chance for timeless splinters to drop as emblems. I've run enough maps to get at least 8 emblems from each faction from just the splinter drops, but I haven't had a single emblem drop. Is this a huge unlucky streak or are the nodes potentially bugged. Thanks for taking the time to look through this.

Seems likely that it is just RNG since there hasn't been many others claiming it's bugged. I don't run legion so I can't tell but I'm pretty sure the nodes are working
Mechanic Misconception:
Are your minions "randomly dying"? Do you have the Fleshcrafter unique equipped? If you answered "Yes" to both of these, high chance is that your minions have over 50% chaos resistance, converting 100% of their HP into ES, killing them. |

It's not bugged.
I ran this for a few weeks in Standard a couple weeks ago. It takes A LOT of Legions to get the emblems to drop, but they will, eventually. Through several hundred Legions, I got maybe 3-5 total emblems, maybe a few more, IIRC.
