Server connection issues, latency spikes every few seconds

Please read fully before answering.

WinMTR: https://pastebin.com/KVeDaSXN
(started when entering a map, stopped after 20-30ish seconds)
My ping looks like this: https://i.imgur.com/WIYENX7.png

And only when I'm in a map, it gets worse when there's more action. When I'm in hideout chilling it's stable. When I'm in map doing nothing it also looks like the screenshot, but not as bad, I only get spikes to ~40ms, when normal is 25. As soon as I start moving killing stuff, latency spikes, goes down to 25 then up again for a second. If I move during that period, I usually end up a screen further from where I was before the spike (dead of alive, lol)

This happens to me EVERY league start, except for Archnemesis league, connection then was smooth. Maybe not as many players or something. This happens always during the evening in EU time (I'm MEST Europe/Berlin), and sometimes during the day as well.
Please don't say "contact your ISP" as these problems always stop happening after a few weeks into the league. It's obviously the game servers. I'm also not the only one reporting this issue. It shouldn't be new as well as for example the D.C. servers are known to be stuttering constantly. I'm on either Frankfurt or Amsterdam.
I don't even know if reporting this would help in any way, as I don't expect a server upgrade from one post, but maybe I can improve something on my end to help reduce the packet loss/timeouts. I know some tech stuff but certainly not this so I'm not sure whether or not a different DNS server would do any different...? Using Cloudflare atm.
Bandwidth is fine, 500/100 Mbps on FTTH glass fiber. I never have ping issues or less download speed than promised and no issues on other games (for the German people, Telekom is actually good if you got the cables laid down ;))
Actually, I tried the Texas servers, and connection seemed stable with constant 123 ms. I'll probably avoid playing on any EU server that use the same hops for now.

If you need any more info, I'd be happy to provide them. Please give instructions then :)

well as a minimum you should give the minimum requiered data per GGG info -->
WinMTR report needs to be 300+ packets (the longer the better).
WinMTR reports needs to be done against instance IP WHILE it's happening and you are in the instance.
Ingame performece graph screenshots from when the spikes happend.

right, sorry, totally missed the part where it said 300 packets.
the rest you said is exactly what I've done. Made the screenshot during the issue (I mean you could literally see the spikes, why are you mentioning it then?), and the report also shows it which means I did it in the instance not in hideout, as I don't have spikes in hideout.

Here's the new report from WinMTR with >300 packets.
https://pastebin.com/FYUQqD77

After ~200 packets I was done with the map though and when everything was cleared, the lags went down to almost none. Got Abyssal Depths, went in there when I realized I had no more spikes happening. It had a different instance IP though, so I'm not sure if WinMTR also catched that, because inside the abyssal depths it spiked again, obviously. Should be enough though. I'll do maybe another 1-2 for more data.

more winMTR reports

https://pastebin.com/pWa0Gk49
on this one I had a mediocre ping of 35ms when I normally got 20-25, but it was stable on 35. Still got packet loss. From yesterday.

https://pastebin.com/6jLuQa0m
couldn't do 300+ packets as I was done with the map and the issues usually stop happening when the map is cleared. Still is some data and compared to the rest it shows, that the packet loss always happens at the same points. From today.

https://pastebin.com/CdmVL79j
Suddenly got packet loss on "hbg-bb4-link.ip.twelve99.net", when on the other reports it was at 0. From today.

I hope I get a response at some point or that at least someone's looking into it and that I'm not doing this for nothing.
thanks for reading!

GGG doesn't offer TECH support "at the moment" (been like this for several years now), so if you are waiting for a GGG reply this will properly not happend.

This part of the forum is now mostly community driven...

well, I was told to do that by viperesque on Discord, who's got a GGG staff role. Pretty weird to tell someone to seek help here and not help then xd but I mean... I wouldn't expect anything anyway.
How would the community be able help me when they don't know what's going on with the servers? Aside from that, I've done research prior to reporting this obviously and 90% of people here are just "have you done this and that" without even reading the post, let alone be actually helpful. All I could read on other posts is "it's most likely your pc", "contact your ISP", "your internet just sucks" etc., just the usual random bullshit from people that don't have any knowledge.

Interesting tho how I don't have any issues midday but when it gets late the spikes start to happen. My pc just doesn't like the evening apparently or there's some conspiracy going on with my ISP that I only get these issues in the evening. Yup, sure.
It's obviously the server load. This shit keeps happening every league until the league dies out. But obviously, it's the ISP's/PCs/bandwidth/things that can't even be influenced fault.

I'll just leave it here and maybe check the thread once a week having some hope and in a few weeks the issue be gone anyway, until the next league starts. Maybe on POE 2.0 they upgrade their shit so EU can play again. Clueless

Also, yesterday when Amsterdam + Frankfurt sucked, I logged in to Milan and it was fine. Now, Milan also had issues. I'll prob just play on fucking Texas with nice 130ms, but at least it's stable. I just fought the Shaper and legitimately had a frozen screen until I moved to the other side of the arena 3 seconds later. It's not even about the amount of monsters in a map then, apparently. It seems to occur when I hit monsters with my skills. Maybe the server doesn't have enough performance to calculate everything what's going on? don't know about that, I'm seeking help, not giving solutions.

At this point I'm willing to try out anything, but the winMTR reports don't look like it's on my side (and the facts stated above don't either) so I'm not sure if I can actually do anything besides waiting for the league to have less players. Sad life.

also, sorry if I sounded mean or idk in here, I'm not intending to. Just pissed bcs this keeps happening and GGG doesn't give a shit, and trying to make my point. cheers. (no one's ever gonna read all of that lmao, that's me with my wall of text again yay)

your mtr in https://pastebin.com/pWa0Gk49 shows that it's a softlayer issue, which is ggg's provider and they can certainly use it to escalate the issue.

but they certainly don't respond here anymore.

then what's the point of reporting the issue anyway... I was told to come here and report it and now I'm told no one gives a fuck. great xD thanks for the information though

Welcome to the "riddle" of GGG support.

However regarding the WinMTR report that @Vio is refering to, then this is an issue that you should e-mail directly to GGG support.
In the e-mail you just point out that you want to report a problem with their hosting provider on this node and include the WinMTR report in clear text.

The rest that fall under "general" TECH support, then GGG just refers you here as you know....

They don't care. They didn't even read through my mail (cause they referred me to the forums when I linked them this post) and instead I got a copy paste message literally within 5 minutes after I sent my mail:

At this point, I don't know why I've ever supported them with microtransactions, you get nothing back not even a non-standard answer and an actual read through my mail.
At least I know the game becomes playable again once the league loses its majority of players. For now, I guess I can only play during the early afternoon or sometimes on the Milan servers.
Thanks y'all for the support, if they're actually facing "limited staff resources", maybe they should hire you for their technical support department or something. Lol.
It's interesting to me how they refer people here to the "technical support" forum, as if they're expecting random people who don't work for them solving their issues. I would understand that for general technical stuff like resolution and performance problems any tech dude could answer, but actual issues on their side? Funny.
