144hz Monitor being capped at 60fps in PoE, my 2nd monitor is 60hz

I understand issues arise when you use a 144/60 together, I did have it running normally for a while though. It randomly caps itself at 60 though.

* I have VSync off

* FPS cap is not at 60

* My monitor is set to 144hz

If I set backround fps to like 100-200, it will go to that value. But, if I set the in game fps to 90, it will not go above 60.

I am on Windows 11, I have a 2560x1440 144hz main monitor and a 1920x1080 60hz secondary monitor.
