Harvest Change Resistance Craft Change?

I was just balancing some resistances and noted that the craft which change one resistance to another is losey. Has this always been the case? I have not noticed it before and seem to think that it always changed the resistance type but the % was the same.
Ive changed quite a few this league, Sentinel, and I have been getting a loss in the transfer each time. Last bumped on Dec 4, 2022, 4:14:43 PM

Yes it's always been the case. The craft change the elements and re-roll the value every time.

Does anyone know for a mod "Fire and Chaos resistance" and I wanna change the Fire part to Cold or Lightning... Is that possible with the aforementioned Harvest crafting?

Harvest doesn't work on hybrid res mods (x and chaos).
