It would stand to reason that you can allocate the Keystones themselves. It is a chase item after all.

I hope so. In fact this solves a problem I had with one of my build ideas (low life caster that's primarily on the left side of the tree, too far away for Pain Attunement).

I am rather certain that they mentioned that the keystone could not be allocated, but I do not remember the timing of the relevant section of the stream.
