I have read that some of the Scourge monsters were possible to raise as spectres at the start of the league, although I am not sure if it was changed or not.
My understanding is that if someone in the league still has that spectre, they would be able to spawn its corpse with regular Desecrate. |

I have Demon Harpies in Archenemesis from other players. Easiest way to get them, is to ask for someone to share them in /global 6666.
People say they can be summoned with Phantasmal Desecrate, but I did not manage to get them - in 10 minutes of desecrating in my HO, with 50% quality Phantasmal Desecrate, only got Flickershades. |

I too tried several hundred casts with a 50% quality Phantasmal Desecrate. Nothing.... If they do indeed exist, go to global 6666 as others have mentioned.
