Chance to Poison with Spells in the Spell Tree does not seem to trigger at all

Chance to Poison with Spells in the Skill Tree does not seem to be working at all. I have used several "spells" including Ice Spear, Glacial Cascade and Winter Orb and it never triggers poison damage on any enemies whatsoever. I think it just flat doesn't do anything right now. Please fix when possible. Thanks.

Not a bug.
