Passed this quest on another character, started leveling a new one and the quest is not be able to complete, quest items are not drop.

You're showing that you can't turn it in to Siosa, but you aren't showing that the pages can't drop because you're not in the area you find them in.
The room with the stairs for the area containing the golden pages is better hidden than it used to be, since I think it used to show an icon on the minimap even before you open it. Find the room with the loose candle on a wall, and interact with that to enter the next area. |
